Carl Wilson Busted In Multiple Car Thefts


Who Will save Ghana from corruption?

Alex Segbefia's boy, Carl Wilson, has been busted in the web of car stealing.

The lies he told on Asempa Fm yesterday were exposed when National Security operatives at about 4:00 pm arrested a 4×4 Chrysler Pacifica Wagon he illegally sold to one of his cronies.

The Chrysler with identification number 2A8GF78X37F365174 got missing from the Tema port under very obscure circumstances. It was realized that forged documents were used to clear the car from the port on 14TH August, 2009.

Very verifiable documents also available to the Daily Post indicate that the Chairman of the Confiscated Vehicles Allocation Committee (CVAC) unilaterally declared four genuine 4×4 cars as stolen and sold them for a pittance.

The vehicles in contention are GMC Yukon, Acura MDX Wagon and two Chryslers.

Though the importers of the said vehicles have provided Certificate of Titles to show that the cars were not stolen, Carl Wilson will not budge as he hurriedly fast-tracked processes to sell those cars under allocation.

On the part of the Acura MDX Wagon, a Certificate of Title numbered X0633223, a copy obtained from the United States Department declares it as a vehicle which has properly passed through the purchase and export processes from the State of Kansas.

It was signed by Joan Wagnon, Secretary of Revenue and Carmen Alldritt, Director of Vehicles.

Under mysterious circumstances, the Acura got missing from the Golden Jubilee Terminal.

Investigations have established that Carl Wilson sold the car to one Kofi Adjei. The car was cleared by shipping agent, Stewise Shipping.

The Chryslers which came from the Commonwealth of Pennsylvania with vehicle identification number 2A8GM8L77RL28513 were signed by Allen D. Biehler, Secretary of Transportation.

The GMC Yukon with title and identification number 1GKEK63U65J139234 came from the State of New York and its Certificate of Title was authenticated by Moore Gregory, on behalf of the sellers.

Central Intelligence Agency and State Department files corroborated Bill of Laden details, stating they are accurate.

According to the United States security agencies, the cars in contention are not stolen ones.

Interestingly, Carl Wilson did not even await the outcome of investigations by the Ghanaian security agencies to prove that the vehicles were stolen.

He hurriedly allocated them to some of his friends and sold them at very ridiculously low prices.

Mubarak: NDC party gurus bribed delegates with GH¢3,000, phones

A defeated National Youth Organiser of the ruling NDC has accused party leaders of bribing delegates in the just ended Congress held in Sunyani on Saturday.

Ras Mubarak alleges that Western Regional delegates were given, GH¢3,000 each as well as mobile phones as inducement before casting their votes.

Mubarak lost to Ludwik Hlose who is secretary at the office of the Chief of Staff in a competitive election which saw Anita De Souza being elected as National Women’s Organiser.

I can inform you on authority that Western Regional delegates were given ¢30,000,000 (GH¢3,000) on the afternoon before election. I can tell you on authority that mobile phones were distributed in the evening and morning before elections,” he told Joy News’ Sammy Darko in an interview.

Asked if he could substantiate his allegations, Mubarak responded in the affirmative, saying “to win an election in NDC, you either have to belong to the Rawlings camp or the Castle camp.

Mubarak also accused party gurus of underhand manipulations in order to have Ludwik elected into office.

"He was not in the race in the first place. This is someone who works in the office of the president as an aide. Automatically by the guidelines that were released by the National Executive Committee of the party, he is a government staff and did not qualify to have contested in that race," he alleged.

He accused a minister, whose name he did not mention, of talking candidates out of the contest even before the elections took place.

Describing Ludwik as a likeable and easy going person, Mubarak explained that his concerns were not borne out of sour grapes but out of the desire to see Ghanaian politics in which a fair playing field is created for everybody no matter the background.

But the National Youth Organiser elect who takes over from Communications Minister Haruna Iddrisu has dismissed the allegations.

Ludwik Hlose said his hard work and determination earned him his new position.

An Aide to President Atta Mills, Ludwig Akpene Hlordze, has been elected the National Youth Organiser of the ruling National Democratic Congress (NDC), beating his main contender, Abubakar Musa Sidii, a loyalist of former President Jerry John Rawlings.

The election, held on Saturday at the Sunyani Polytechnic Campus, was supervised by the Deputy Brong Ahafo Regional Director of the Electoral Commission, Arthur Yeboah. Early signs before the keenly contested elections indicated a straight fight between the Mills boy and Sidii of the Rawlings camp. At the end of the polls, Ludwig Hlordze obtained 387 votes, beating Sidii, who polled 213 votes.


Other candidates who fought for the same position were Ras Mohammed Mubarak Abdulai, who surprisingly secured only 6 votes after a rigorous campaign, Lord Hammah, a former student leader, who got 3 votes and Paa Kwesi Bruyare, 10 votes.

Two candidates, Michael Kombor and Abudul Rahaman, pulled out of the race just before voting started. James Kofi Fonu was elected the First Deputy National Youth Organiser after securing 430 votes, while Barbara Serwaa Asamoah, a failed parliamentary candidate in the Offinso South Constituency, gained the mandate of the delegates to become the Second Deputy National Youth Organiser by obtained 378 votes.

The nine candidates who contested the Deputy Youth Organiser position were Courage Kobina Barlon, Fred Kwasi Agbenyo, Edem Anthonio Asinyo, Emmanuel Osei, Abraham Azumah, Adongo Azule Jacob, a physically- challenged man and Hattie Laura Ken.

Party gurus such as Ekwow Spio-Garbrah; Johnson Asiedu-Nketia, General Secretary; Elvis Afriyie Ankrah, Deputy General Secretary; Inusah Fuseini, MP for Tamale Central; Dr Hanna Bissiw, deputy Minister for Water Resources, Works and Housing among others, stormed the congress grounds to add more colour to the event.

The out-gone National youth Organiser and MP for Tamale South, Haruna Iddrisu, did not mince words when he mounted the podium and lambasted some party bigwigs whose unguarded utterances had thrown the NDC in chaos in recent times.

“People who go out criticizing the party should find a better way for doing that,” Mr Iddrisu pointed out to the party stalwarts who are said to be ‘pissing in,’ adding, “None of us here must work in a manner which will eventually lead the NDC into opposition.”

According to him, he would not be one of those who pretend that there were no challenges and problems within and outside the NDC, indicating that the success of the NDC government would depend on the ability of party leadership to address those challenges.

Mills spurns Christmas hampers on graft fears

ACCRA (Reuters) - Ghana's President John Atta Mills is refusing to accept traditional Christmas gifts such as hampers this year because they may be efforts to corrupt him, a spokesman said on Thursday.

It is common practice in Ghana for individuals and businesses to send hampers packed with gifts to friends and people in authority during the festive season.

While some gifts signify traditional sharing, others are given out in appreciation of past or future favours -- something Mills's government has vowed to stamp out since he became leader of a nation set to become Africa's next oil producer in 2010. "He has made it clear that it was not his disposition to accept Christmas hampers and other gifts," said presidential spokesman Mahama Ayariga, adding that disappointed gift-bearers had handed some presents out to presidential staff instead.

"(Mills's) disposition is that you never know what is in the mind of the giver of the gift, so it's always better not to accept them," Ayariga said.

Mills, who assumed office in January on a pledge to wage a "relentless war" against corruption, is generally regarded, even by his critics, as a modest leader and not corrupt, compared to his predecessors.

However, his present-snubbing was not praised by everyone.

Vitus Azeem, the head of Ghana Integrity Initiative, the local chapter of Transparency International, said the president's actions would do little in stemming corruption among fellow government officials.

"His campaign would have been more meaningful if he had given out specific directives to his ministers and other top officials to also turn away the hampers and the goats driven to their homes and offices," said Azeem.

Opposition to the president's initiative also came from James Agbagana, a traditional chief, who warned that he was going too far with his anti-corruption drive as he might destroy the Ghanaian tradition of hospitality in the process.

Ghana is seen as one of West Africa's most attractive investment destinations, largely due to political stability and the prospects of oil starting to flow in 2010 from its Jubilee oil field, which is estimated to hold some 1.8 billion barrels.

Given the negative impact of oil in other oil-producing nations in West and Central Africa, Ghanaians are watchful of the impact on corruption, once the coffers start swelling with petro-dollars.

Appiah-Ofori issues ultimatum to Prez Mills: "Name Bribe-Givers Or Else I Sue"

Anti-corruption crusader, Mr. P.C. Appiah-Ofori, who is also the NPP MP for Asikuma-Odoben-Brakwa says President Mills owes it a duty to the nation to not only cause to be published the names of those who allegedly offered him bribes in brown envelopes, but also to get them prosecuted or deny publicly if what Mr. Kwame Pianim said was not true.

In a strongly worded letter copied to both sides of the leadership in Parliament, the Attorney-General, and some media outlets, Mr. Appiah-Ofori said failure on the part of President Mills to heed the directive will result in him (Appiah-Ofori) reluctantly seeking a court order to compel President Mills to do so.

RE: PUBLISHING OF THE NAMES AND PROSECUTION OF THE PERSONS ALLEGED TO HAVE OFFERED HIS EXCELLENCY PROF. JOHN EVANS ATTA MILLS BRIBES IN BROWN ENVELOPES

In the ‘Daily Guide’ newspaper of 8th December, 2009 Mr. Kwame Pianim, a former presidential aspirant of the New Patriotic Party, was reported to have stated publicly that he was present when on two occasions you allegedly rejected ‘brown envelopes’ which has been offered you as bribes. Many radio stations, including Peace FM, called me for my reaction to Mr. Pianim’s allegation.

In my responses, I stated on the air that if what Mr. Pianim was reported to have said was true, then you deserve tons of praises. I added that, I find it difficult to doubt that you will lead incorruptible life in office. My conviction is based on the following evidence.

1. When I protested to you in writing to terminate the sale of 70% of Ghana’s interest in Ghana Telecommunication Limited, you acted on my letter by setting up a committee to go into that matter.

2. About three or four months ago, I was invited to the castle on your behalf by your National Security Advisor for discussions leading to how the government can give effect to article 35 (8) of the constitution quoted below.

3. You were reported to have returned to chest your unspent per diem when you made an official trip out of Ghana. I have not heard that any past President did that.

I however, find it difficult to believe Mr. Pianim’s story because the acts of giving and receiving bribes do not take place in the presence of a third party as claimed by Mr. Pianim.

Article 35(8) of the constitution of Ghana states, “The state shall take steps to eradicate corrupt practices and the abuse of power.”

Being the Head of the State which has to take steps to eradicate corrupt practices as quoted above, it is you who have to lead the fight against corruption. Therefore, while you deserve commendations for rejecting the bribes you were offered, which were meant to corrupt you, you ought, not only to have mentioned the names of those who offered you the bribes but also to have handed them over to the police for prosecution. If you keep mute over this, then you are condoning and conniving at criminal acts. This shall not speak well of you.

Subsections (1) and (2) of section 252 of the Criminal Code, 1960 (Act 29) are unanimous that accepting or giving bribes to influence public officers constitutes a criminal offence.

In the Presidential Oath you took in Parliament on 7th January, 2009, you stated, inter alia, that you will at all times dedicate yourself to the service and well-being of the people of Ghana. Corruption has been the bane of the national economy resulting in the inability of the past Presidents to fully dedicate themselves to the well-being of the people of Ghana.

Therefore any President who shudders at the thought of punishing people who engage in corrupt practices to serve as a deterrent to the perpetrators of corrupt practices is not only guilty of breach of his Oath of Office but he is also guilty of conducting himself in a manner which is inimical to the economy of Ghana and brings his high office into dispute, ridicule and contempt – a ground for impeachment of a President.

It is against the background of the foregoing that, if what Mr. Kwame Pianim said is true then, you owe a duty to the nation for you either not only to publish the names of those who allegedly offered you the bribes but also to get them prosecuted or deny publicly if what Mr. Pianim said is not true. If this plea goes unheeded to I shall be reluctantly compelled to seek a court order to compel you to do so.

According, please regard this letter as the statutory notice to you of my intention to proceed to court over the issues raised in this letter.

I hope to count on your cooperation in this matter for which I shall be most grateful.

Workers of the Tema Oil Refinery (TOR) are enraged over claims that a top government officials at the helm of affairs at the corporation would rake in illegal and unholy profit margins form processed crude oil.

Consequently, the workers have threatened a massive demonstration pretty soon if their concerns are not addressed by the Mills-led Government.

Some of the workers who spoke with Modernghana.com News on condition of anonymity said they feared that these top government officials would 'rake in dirty profit margins between GH30,000 and GH50,000 per stream supply of crude oil processed by TOR, if TOR Board and management' accepted the proposal for payment of processing fees.

The TOR workers therefore have vehemently objected to the decision by the Ghana National Petroleum Corporation (GNPC) to divert from its core business of exploration into selling of finished products.

Modernghana.com investigations have established that the brouhaha came in the wake of the ongoing discussions between TOR and GNPC over the 700,000 barrels of crude oil brought into the country recently.

Impeccable sources very close to TOR Board and management told this reporter that the “Corporation has decided to allow TOR to process the crude while the Bulk Oil Storage Transportation (BOST) takes delivery and sells to the Oil Marketing Companies on behalf of GNPC.”

The sources said these phenomenon would mean that the 'corporation would be paying processing fees to the refinery.'

Snippets of information claimed that the consignment, which is valued at $62 million, was discharged from the vessel called MT Ariadni in a bid to avoid demurrage as the continued holding of the vessel could incur a 10 per cent penalty cost of the product per day to be borne by GNPC.

The workers whom Modernghana.com News interacted with threatened their “decision to embark on the demonstration would not waver should the National Democratic Congress (NDC) Government decides to accommodate these impostors masquerading as experts in the oil industry to sabotage TOR's core function.”

They explained that due to the huge debts that TOR was saddled with, “to make the refinery a tolling facility would only deepen its financial woes.”

The workers have therefore appealed to the government to intervene so the refinery could procure its own crude and stop GNPC from interfering in the refinery's business and concentrate on its core business of exploration.

The Director of Exploration and Production of GNPC, Mr Thomas Manu, told the media that the issue was purely a marketing one which ought to be addressed by the Chief Executive Officer of the corporation. Stay tuned for more revelation on this matter.

Echoes of incorruptible praise showered on Mills KUFUOR GOES BONKERS


… But Kwame Pianim still stands by assertion

THE pronouncment by a leading member of the New Patriotic Party (NPP), Mr. Kwame Pianim, to the effect that President John Evans Atta Mills is incorruptible, after comparing his government with the two previous regimes headed by, Messrs. J. J. Rawlings and John Agyekum Kufuor (JAK), has sparked intense debates among the political parties and civil organisations.

While the former President, Mr. John Agyekum Kufuor, has condemned Mr. Pianim for making such a pronoucment, his party (NPP), has also issued a strong statement condemning the assertion.

Mr. Pianim however remains resolute, insisting that he still stands by his words.

The anti-corruption crusader, Mr. Colins Appiah Ofori, who is a member of the NPP, has also come out to support Mr. Pianim, that Mills is incorruptible.

Mr. Frank Agyekum, who is the spokeman for former President Kufuor, told The Chronicle in a telephone interview yesterday, that his boss was the first to come out publicly, that as a president “you are always tempted with inducements.”

It was based on this experience that he (JAK) decided to improve upon structures, including the setting up of the Office of Accountability, the declaration of Zero Tolerance for Corruption, and other institutions to combat corruption.

Mr. Frank Agyekum stated that what Mr. Pianim said, raises more questions than answers, adding that an attempt to create the impression that Mr. Kufuor did nothing about fighting corruption under his tenure, was unfortunate.

He challenged Mr. Pianim to come out and tell the whole nation those who gave the brown envelopes to President Mills, which he rejected.

“What we are asking is that was Mr. Pianim there when the bribes were offered before the President rejected them? What was his interest? Who told him? Or was he the one who gave the bribes to President Mills before he rejected them? We need to know all these. It is however not true that Mr. Kufuor did nothing in the fight against corruption.”

Mr. Agyekum, who declared that Mr. Kufuor was honest about events that surrounded his presidency, said his presidency did everything possible to make corruption very uncomfortable to all and sundry, and that for someone who was at the time a member of the party not to raise a word, but now say such curious things, was unfortunate.

“What prevented him from making such comments under President Rawlings and Mr. Kufuor? I find it curious for him to say those things. It has no basis at all,” he said.

To him, the yardstick being used by the opponents of Mr. Kufuor, when he stated that he had rejected bribes, should be used against this regime.

According to him, those who attempted to bribe President Mills, should be arrested and prosecuted.

“I have no reason to doubt what Pianim said about Mills, but what we want is that the same measure given to Kufuor when he said that he has rejected offers, should be used for this government.”

Meanwhile, the NPP has also called on President Mills to arrest the individuals who attempted to bribe him, and that he should do nothing to cover up for the people.

The party’s Communications Director, Mr. Kwaku Kwarteng, noted in a statement issued in Accra yesterday, that an attempt to bribe the President in his office, was not only unfortunate, but also a setback in the fight against corruption.

“The New Patriotic Party has been dismayed by the revelation yesterday that President John Evans Atta Mills, the highest public servant, is refusing to expose criminals who have attempted to offer him bribe.

This development is an unfortunate setback to the nation’s fight against corruption. If people have become so emboldened that they are able to walk up to the highest office of the land, and seek to offer bribe to the President of the Republic, then we are losing the fight against corruption. Such people should be exposed immediately.”

The statement continued, “It is questionable that the President failed to cause the arrest of such criminals when the incident happened. It would appear that President Mills, and the NDC government he presides over, have an unhealthy interest in protecting such criminals.

It is to diffuse such an impression that the President needs to stop shielding them, and offer them to the law, without further delay.” The NPP further argued that the President’s shielding of the wrongdoers, indicates the government’s lack of commitment to fighting corruption, opining that coming at a time of ongoing investigations into the Mabey & Johnson corruption scandal, the revelation of the President’s protection for the criminals was embarrassing to the Presidency, the National Democratic Congress (NDC) government, as well as the nation.

The assertions of the NPP were swiftly rubbished by the NDC, which stated that the pronouncement of Mr. Pianim was reminiscent of what informed Mr. Kufuor to award, then candidate Mills, which NPP members kicked against.

According to Mr. Johnson Asiedu Nketiah, General Secretary of the NDC, the pronouncement by Mr. Pinain about President Mills, was a statement of fact.

To him, President Mills was not like President Kufuor, who declared Zero Tolerance for corruption, and later turned round to say a different thing.

Admitting that President Mills was incorruptible, the NDC’s chief scribe made a mockery of the NPP, and urged them not to expose their ignorance in public.

Pianim: I can vouch Prez Mills will not steal from Ghanaians

Renowned Ghanaian politician, economist and management consultant, Mr. Kwame Pianim says Ghana is fortunate to have a president in Prof. J.E.A. Mills who will not steal from the people.

According to Kwame Pianim, he has seen President Mills on at least two occasions return ‘brown envelopes’ where they belong, a situation he said he did not see under John the first or John the second, in apparent reference to ex-presidents Jerry John Rawlings and John Agyekum Kufuor’s regimes.

Mr. Pianim, one of lead discussants at the first Joy FM Debate 2009 held Monday morning at the Coconut Grove Hotel in Accra, was responding to a contributor’s question on why Ghana is not making much progress in her fight against corruption.

Mr. Pianim said Zero tolerance must involve everyone and must start from the top because countries noted for corruption have corrupt leaders, but he was happy Professor Mills is the President of Ghana because he can vouch that he will not steal from Ghanaians. The challenge however, is how he makes sure those below him also tow his line.

“To me if you go to any country where there is corruption, the head of state is corrupt, if he is not corrupt it won’t happen…and fortunately for Ghana now, we have a president that at least I will put my hand in the fire for, that he will not steal from the people. I have seen him on two occasions give envelopes back and I didn’t see it happen under John the first or John the second but at least now we are progressing and we have a president who I think will not steal from the people. How is he going to make sure that the people below him will also not do that – that is the question.”

The Joy FM Debate 2009 was a collaboration between Coconut Grove Hotel and Joy FM in helping concensus building on national development efforts. It was under the theme Building Concesus on a National Development Agenda.

The President John Evans Attah Mills has bought a land worth hundred and eighty Million old cedis (Gh 18,000) and has commenced with the building of a massive mansion on the land within 10 months in office as the president of the Republic of Ghana!

Currently, the project is uncompleted, but the building, which is located at the Edina (Elmina) Essaman close to Ataabadze junction in the Komenda Edina Eguafo Abirem in the Central Region of Ghana, is moving ahead rapidly!

Investigations conducted by Modernghana news indicate that the said land was originally leased by the late father of President Atta Mills for farming purposes, but the lease lapsed a few years back. At the time Senior Atta Mills was a lecturer at the Komenda Training College in the same district.

The land was originally meant for coconut and citrus plantation, Investigation conducted by this reporter reveals that the late father of the president paid a token to the Essaman Nsona Royal Family who are the owners of the land with the acquisition agreement was to be renewed after twenty-five (25) years.

Our investigations in the community last week revealed that after the lease period lapsed, and following the death of Senior Atta Mills, the owners of the land informed President Mills and his siblings they will not allow the place to be used for farming activities again because the area has become a residential area. In that direction they divided the land into two and sold half to the President for an amount of one hundred and eighty million for the land.

Modernghana.com learned through various interviews in the community that the money was paid to the chief of the community Nana Kwasi Tano IV, but the chief allegedly kept part of the money and gave the rest to the owners of the land the Essaman Nsona Royal Family, but this made them angry, leading to all out war between the Chief and the land owners.

Highly placed sources at the Elmina Traditional Council told this newspaper that the case has been reported there for solution and the Elmina Chief has alleged spoken to the president about it.

Modernghana.com has learned that a sister of the president, Madam Efe Mills who is the wife of Professor Afful of the University of Cape Coast has always been chasing the Essaman Nsona Royal family to sign the land documents, but the family has refused because they did not receive the full payment of one hundred and eighty million which Professor Mills is supposed to have paid to the Chief.

The main person fronting for the building of the mansion is his brother Samuel Mills who was in America with Cadman Mills. As at Friday when this reporter led scouts to the property, the person acting as caretaker of the properties on the land was the president's nephew called Theophilus .

Local inhabitants are deeply unhappy and told this reporter that they are very annoyed with the President because within this short period he has put up a mansion in the area, with his nephews, who have all suddenly become rich, also chasing lands to buy. They said that the President promised to improve their lot and bring jobs to the area, but the improvement is only happening in the lives of his family members, whilst the jobs is only construction work on his mansion and working on pigs for his farm.

Youth of the opposition New Patriotic Party in Tamale, want the Mills government to investigate allegations that the Northern Regional Minister sold four pick-ups belonging to the RCC to himself.

The group is also asking that Mr Stephen Sumani Nayina be probed over claims that he dabbled in the sale of contracts in contravention of laws which dictate that such contracts be awarded through a competitive bidding process.

The Northern Regional Chairman of the ruling National Democratic Congress, Alhaji Sumani Zakari last week levelled the allegations against Mr Nayina in a feud that saw the two throwing mud at each other.

The regional Minister denied the allegations, accusing the Chairman of grabbing six out of sixteen road contracts awarded in the region.

But a statement signed by the NPP youth spokesperson Salifu Sule, and issued in Tamale, says the allegations needed to be investigated particularly because they came in the wake of similar ones made against Mr Nayina.

According Joy FM’s Northern Regional Correspondent, Mahama Shaibu, the NPP youth say Mr Nayina’s denials were not enough, arguing only an independent body could exonerate him of the charges.

The group believes the president would be dealing his promise of vigorously fighting corruption a heavy blow, if he failed to investigate the matter.

The Member of Parliament for Asikuma Odoben Brakwa, Hon. P.C. Appiah, has turned his guns on President John Evans Atta Mills! He has accused the latter of covering up corruption that is very close to his nose, and refusing to conduct investigations into allegations that some leading members of the ruling National Democratic Congress (NDC) government have engaged in acts of corruption!

According to Appiah Ofori, the alleged corrupt officials work very close to the President, but a petition he sent to the President to this effect has been totally ignored by the President, who likes to describe himself as Mr. Clean.

The New Patriotic Party (NPP) Member of Parliament (MP), who has achieved a level of notoriety for himself for his off the-cuff accusations of corruption against fellow politicians, recently accused his own colleague MPs of taking $5000.00 bribes, allegations he has refused to prove. It is likely that his high-flying accusations against leading members of the NDC would also suffer the same fate! Speaking to an Accra based radio station yesterday afternoon; Mr. Appiah-Ofori also accused the president of duplicity for not revoking the sale of 70% shares of Ghana Telecom to Vodafone International Holdings BV.

According to the Appiah-Ofori, the President had shown extreme bad faith to the people of Ghana by failing to revoke SPA, because, he, Appiah Ofori, had amply demonstrated to the president why the sale of the seventy percent shares was unconstitutional.

According to the MP, who accused his colleagues of taking $5000.00 bribes to approve the sale, there were grave procedural errors over the parliamentary approval, and he had given the President ample evidence to this effect.

The NPP MP had been called to give comments on the statement issued by government this week that it was going to ‘re-engage; the management at Vodafone with a view to varying the conditions of sale of Ghana’s 70% stake in GT. Mr. Appiah Ofori said he had presented President Atta Mills with ample evidence to demonstrate that the sale and purchase agreement between Ghana and Vodafone was illegal and ought to be abrogated. “If he cannot do this then he is unfit to be President. He swore that he would abrogate this contract, but that is not what he is doing,” Mr. Appiah Ofori said.

The Commission on Human Rights and Administrative Justice (CHRAJ) says it has delivered letters to some of the public officials implicated in the Mabey and Johnson bribery scandal, as a first step towards a full scale investigation into the matter.

This, it said, was in accordance with regulations in the investigation of complaints contained in the Complaint Procedure Regulations, Constitutional Instrument No 7.

CHRAJ, however, said it had encountered some difficulties in its attempt to serve the letters on Alhaji Abubakar Siddique Boniface and Lord Attivor, two of the officials mentioned in the case, as they could not be found.

Mr Emile Short, the commissioner, said preliminary investigation was underway to gather evidence to determine whether there was some substance in the allegations made.

"If satisfied there is some substance to the allegations, we shall conduct a full investigation which would involve setting up a panel to investigate the allegations," he told the Daily Graphic.

"At the moment, we do not have all the information we require to make that determination," he added.

Mr Short said the material obtained from the Attorney General was insufficient for CHRAJ to decide whether the case merited a full scale investigation or not.

By the Complaint Procedure Regulations of CHRAJ, a complaint to the Commission is to be made in writing or orally to the national office of the Commission or to a representative of the Commission at the regional or district branch of the Commission.

In its preliminary investigations, CHRAJ must contact the people against whom the allegations have been made with a request for their response and they in turn shall respond within 10 days from the day of the receipt of CHRAJ's request.

Although the regulations stipulated how a complaint is to be made to CHRAJ, the President's request is not being considered as a complaint nor is the President himself considered as a complaint, Mr Short Said.

Rather, the President's invitation was being considered as a request to an independent body like CHRAJ to conduct the investigation to avoid any allegation or perception that an investigation by the Attorney General would result in a cover-up or whitewash of the whole affair.
